  Non-governmental Organizations  
 
The number of non-governmental organizations in Turkey such as foundations, associations, unions and civic initia-tives which aim to undertake social responsibilities on a vol-untary basis are increasing every day. A considerable ma-jority of these organizations maintain relations with their in-ternational and foreign counterparts.
 
Foundations: The earliest document pertaining to the establishment of a foundation in Anatolia dates back to 1048. During the Ottoman era, Turkish-Islamic foundations, numbering almost 100,000, reached their zenith in terms of artistry, made great contributions to social, economic and cultural life and introduced solutions in social areas which were not taken up by the state.
 
During the Republican era, all the activities of the founda-tions were turned over to the Directorate General of Foun-dations (DGF) (1924) attached to the Prime Minister’s Office.

The principal task of the Directorate General is to make sure that all foundations function in line with their goals, to main-tain the foundation spirit which is actually a notion of soli-darity and to teach this spirit to the new generations. To this end, the Directorate General uses a substantial portion of its real estate revenues for charitable purposes.

Resulting from the efforts of the DGF, 19,825 registered his-torical foundation monuments and presence of 27 thousand unregistered properties which bring income have been rec-ognized. There are 41,720 registered foundations, 287 sub-sidiary foundations and 161 community foundations remain-ing from the pre-Republican period, and 4,515 new founda-tions set up in accordance with the provisions of the Civil Law, currently administered and represented by the Direc-torate General. A considerable number of foundations are engaged in the fields of education, culture, arts, sports, health, social welfare, science, technology, research, and en-vironment.

Associations: Under the Constitution, every citizen is free to establish an association without any prior author-ization. Associations were established during the early years of  the  Republic   particularly

 

by the leadership and with the  encouragement of the state.  Through the legal and mental developments achieved in recent years within the frame of compli-ance to EU rules and regula-tions, a new era for associa-tions has started, and the number of associations set up and membership num-bers have increased consid-erably.

The non-governmental or-ganizations that comply with article 11 of the European Human Rights Treaty, carry out their activities on both a national and an internation-al scale.
