Born in Kayseri in 1950. Graduated from the Faculty of Economics, İstanbul University. Received a scholarship and lived in London and Exeter for two years, doing his master’s and doctorate degrees. Worked for the Islamic Development Bank. Served as State Minister in the 54th Government. Elected Deputy Chairman of the Virtue Party (FP). Entered Parliament as an FP deputy for the third time in 1999. Became Deputy Chairman of the Justice and Development Party (AKP). Speaks English and Arabic. Married with three children.

Appointed as Undersecretary to Foreign Trade Undersecretariat and served as Chairman of the TÜRK Eximbank and Chairman of the Center for Studies to Promote Foreign Trade. Tüzmen is also the Chairman of the World Free Trade Zones.
